If they afford Downing the honor, which they should, then shouldn't #4 be there as well?
Personally, I woulda retired #4 before Rod Carew's number 29. Rod's 7 years did contain two division titles, but there are several others that no doubt deserve the honor. Salmon comes to mind, as well.
