In baseball, a foul tip is a batted ball that goes directly from the bat to the catcher’s hands and is legally caught. It is not a foul tip unless caught and any foul tip that is caught is a strike, and the ball is in play. It is not a catch if it is a rebound, unless the ball has first touched the catcher’s glove or hand.
So let's say
I foul one off that goes really high on a line, and the catcher catches it while it’s going up. Even if it’s really high, it did go directly into the catchers hands, because he has super powers. Tip, or no tip?

Basically
Foul tip goes down under the bat into the glove of the catcher.
Foul out goes over the bat and is caught before toughing the ground.

Its not about the paycheck
I don’t begrudge the man for getting a big payday. He’s a great player.
The point is that he and Boras never had any intention of dealing in good faith with any west coast team. People with honor and class say “I loved playing in Anaheim, but I’m from the East coast, and my family and I have decided that I would like to stay on the east coast.”
Then you have no less than 3 teams willing to pay you ridiculous money. He used the Angels to jack up the price about 5-10% up through manipulation.

Just a lot of Angel fans sound like girls who cant get over their ex boyfriend.
