Roy Oswalt for the Rotation?

The Philadelphia Phillies declined their team option on Roy Oswalt. He's getting up there in years, and has never pitched in the AL; but he might be a better option than relying on some combination of Williams, Chatwood & Richards for 2/5 of the rotation. Would a 2-year, $18M deal get it done?
